There has been a housing shortage, since I moved here in 2006. Historically, Calistoga has always been a resort town, where people who wanted a second home would build one here to escape the cool foggy summers in the Bay Area.

AirBnB. As the population aged, they sold their summer homes, Absentee Landlords, reduced county revenue, and available housing.
Two more resorts, following solage model, but with no housing plans.
Right now labor market is cannibalized, and transportation costs and availability reducing hiring.
Calistoga is too expensive for infrastructure support personnel like police, fire, and teachers.
